The most obvious question regarding current anti-bullying & harassment training is – does it work?
Evidence from the US and workplace experience in the UK indicates that it does not. The problem is that companies see the prime purpose of anti-bullying & harassment training is to protect the company from being sued rather than to protect their workers! I think this is because it leaves tackling the behaviour until it’s so bad it breaches equality legislation or, if not connected to a protected characteristic, until it becomes unbearable and the target either goes on sick leave or just leaves.
