No one else is saying that ALL bullies and harassers groom, at least not yet! They groom because they know what they are doing is wrong, and they don’t want to get caught! That information empowers targets and can end bullies’ games.
A particularly nasty form is the indirect threat – a manager, pretending to be nice, to a disabled member of their staff, who is in remission from cancer – “I know your cancer is in remission, I’ve got another employee who won’t accept, that their cancer means, they can’t manage their job anymore. So sad…”
Some targets think, that didn’t feel very nice but let it go – their life, their choice – the target has to make that choice for themselves as only they know the context, etc. I’d report the threat, by email, to HR and my manager’s manager ASAP.
