The whole point of anti-discrimination legislation is to create a level playing field so that disabled people do not experience barriers that non-disabled people don’t. Paying extra because you are disabled is not acceptable – all access equipment should be centrally funded, including the running costs, so recharging costs as well. No one should have to pay ANYTHING to breathe.
