Intervention – we’re all responsible – if you witness abusive behaviour and say nothing, you are either being bullied out of voicing an opinion on the abuse you are seeing, or you are part of the problem, the audience that compounds the target’s shame – nobody saying anything is taken as agreement with the abuse by bully and target.
