I consider harassment a type of bullying – the abuse involved tends to be more intermate and shame generating, which perpetrators harness to conceal their crimes. To regard harassment as a form of bullying is not to downgrade it in any way but rather to give it context in the plethora of abusive behaviours still tolerated by organisations rather than being irradiated as they can so easily be.
